A partir dos pressupostos teórico-metodológicos da pesquisa internacional em rede “Ciudades y comunidades imaginadas latinas en la era digital”, este artigo tem por objetivo verificar como a mídia construiu as representações sobre a pandemia de coronavírus e a cidade de Porto Alegre a partir das narrativas de jornais locais. A pesquisa foi realizada nos jornais digitais Correio do Povo, Jornal do Comércio e O Sul, no período de outubro de 2020 a dezembro de 2020. O estudo analisa às principais informações (...) divulgadas e as imagens sobre a pandemia na cidade. As notícias sobre a pandemia privilegiaram os protocolos adotados e os impactos que a mesma trouxe para os diversos setores que envolvem a dinâmica da cidade. Conclui-se que os jornais digitais, por meio da divulgação dos conteúdos informacionais e das imagens veiculadas, exercem mediação na construção das representações sobre a pandemia na cidade. Nas ciências naturais comumente se aceita que apenas os profundamente imersos nos seus problemas são reconhecidos pesquisadores competentes para emitir comentários sobre estes campos de investigação. Paradoxalmente, parece que estes cientistas são os que encontram maior dificuldade para relacionar sua formação profissional e atividades acadêmicas com seu papel na sociedade. Um exemplo é a dificuldade em determinar a natureza e a origem de um evento científico, como a consciência humana. Moral reasoning typically informs environmental decision-making by measuring the possible outcomes of policies or actions in light of a preferred ethical theory. This method is subject to many problems. Environmental pragmatism tries to overcome them, but it suffers also from some pitfalls. This paper proposes a new method of environmental pragmatism that avoids the problems of both the traditional method of environmental moral reasoning and of the general versions of environmental pragmatism. We call it 'justificatory moral pluralism' - it develops (...) the intuition that normative ethical theories need not be mutually exclusive. This leaves room for important forms of pluralist environmental ethics that do not require a once-and-for-all prior commitment to an ethical theory when deciding about policies or courses of action related to the protection of the environment. Justificatory moral pluralism offers a viable solution to the recurrent conflicts between efficient environmental decisions and the need for moral reasoning. (shrink)

To date, emotion research has primarily focused on the experience and display of the emoter. However, of equal, if not more, importance is how such displays impact and guide the behavior of an observer. We incorporate a functionalist framework of emotion to examine the development of differential responding to discrete emotion, theorize on what may facilitate its development, and hypothesize the functions that may underlie such behavioral responses. Although empirical evidence may provide a much desired sense of certainty amidst a pandemic characterised by uncertainty, the vast gamut of available COVID-19 data, including misinformation, has instead increased confusion and distrust in authorities’ decisions. One key lesson we have been gradually learning from the COVID-19 pandemic is that the availability of empirical data and scientific evidence alone do not automatically lead to good decisions. Good decision-making in public health policy, this paper argues, does depend on the availability of reliable (...) data and rigorous analyses, but depends above all on sound ethical reasoning that ascribes value and normative judgement to empirical facts. This paper argues that the existing definition of pandemics is not nuanced enough, because it is predicated solely on the criterion of spread, rather than on the criteria of spread and severity. This definitional challenge is what I call ‘the conflation problem’: there is a conflation of two different realities of global health, namely global health emergencies (i.e., severe communicable diseases that spread across borders) and nonemergencies (i.e., communicable or noncommunicable diseases that spread across borders and that may be severe). (...) To put this argument forth, this paper begins by discussing the existing and internationally accepted definition of pandemics, its requirements, as well as its strengths (section 1). Section 2 then considers the problem with the standard definition of pandemics (i.e., the conflation problem) and some examples of it. This commentary defines what shared yet differentiated ethical responsibilities to tackle antimicrobial resistance (AMR) mean, by introducing a threefold principled account of AMR global governance. It argues that the principles of solidarity, subsidiarity, and stewardship can be especially helpful for further justifying some of the universal, differentiated, and individual responsibilities that Van Katwyk et al propose. The upshot of my threefold principled account of AMR global governance is a less ambitious AMR treaty, one that can only justify (i) universal duties (...) of global coordination (as per the principle of solidarity); (ii) differentiated duties to local communities, which bear the primary AMR responsibilities (as per the principle of subsidiarity); and (iii) individualized duties for ensuring truthful, evidence-based, consistent, and timely shared accountable communication (as per the principle of stewardship). Although the value of health is universally agreed upon, its definition is not. Both the WHO and the UN define health in terms of well-being. They advocate a globally shared responsibility that all of us — states, international organizations, pharmaceutical corporations, civil society, and individuals — bear for the health (that is, the well-being) of the world's population. In this paper I argue that this current well-being conception of health is troublesome. Its problem resides precisely in the fact that the (...) well-being conception of health, as an all-encompassing label, does not properly distinguish between the different realities of health and the different demands of justice, which arise in each case. In addressing responsibilities related to the right to health, we need to work with a more differentiated vocabulary, which can account for these different realities. A crucial distinction to bear in mind, for the purposes of moral deliberation and the crafting of political and legal institutions, is the difference between basic and non-basic health needs. This distinction is crucial because we have presumably more stringent obligations and rights in relation to human needs that are basic, as they justify stronger moral claims, than those grounded on non-basic human needs. It is important to keep this moral distinction in mind because many of the world's problems regarding the right to health relate to basic health needs. By conflating these needs with less essential ones, we risk confusing different types of moral claims and weakening the overall case for establishing duties regarding the right to health. There is, therefore, a practical need to reevaluate the current normative conception of health so that it distinguishes, within the broad scope of well-being, between what is basic and what is not. My aim here is to shed light onto this distinction and to show the need for this differentiation. I do so, first, by providing, on the basis of David Miller's concept of basic needs, an account of basic health needs and, secondly, by mounting a defense of the basic needs approach to the right to health, arguing against James Griffin who opposes the basic needs approach. There are pills that heal your most unbearable pains, physical or emotional, wherever their location — the head, back, quadriceps, heart, or soul. Though they may cause your stomach to burn, that is easily remedied by taking a complementary pill that will neutralize your stomach acidity with only some minor and negligible side effects elsewhere. There are also magic pills that promise you happiness, by giving you the power to thrive and the endurance to conquer the world. They ignite your hunger for achievement, but also for extra sugar and saturated fat. (shrink)

From the scene of the singing cicadas in the _Phaedrus_, we will show the affinities between the mention of the dangerous sleep at noon (_Phdr_. 258e6-259d8) and a mythical episode in the life of Epimenides. Next, we will look at the possible affinities between the description of Dionysian madness (_Phdr_. 244d5-245a1) and the type of divination practiced by Epimenides of Crete (DK 3 B 1-25). From these approaches, we intend to describe and elucidate the common imaginary with which Plato elaborates (...) his reception and assimilation of the archaic poetic tradition in his philosophy. Este trabalho buscou identificar traços de intolerância religiosa no espaço público escolar, com base na categoria de Rosto, extraída do pensamento de Emmanuel Levinas. Optou-se por uma pesquisa de campo, utilizando a metodologia investigação qualitativa de estudo de caso e como ferramenta de investigação a análise crítica do discurso, na corrente francesa, na visão de Dominique Maingueneau. O campo de pesquisa escolhido foi uma escola pública que oferta exclusivamente ensino médio, situada na periferia do Município de Belo Horizonte. A (...) escola está localizada em uma região com índice elevado de vulnerabilidade social, de acordo com a pesquisa realizada pela Prefeitura de Belo Horizonte, em parceria com o CRISP - UFMG que consolidou o índice de vulnerabilidade juvenil de Belo Horizonte. O trabalho foi desenvolvido entre março de 2017 e fevereiro de 2019. A pesquisa envolveu revisão bibliográfica para compreender o pensamento de Emmanuel Levinas, a questão da intolerância religiosa e a corrente francesa da análise crítica do discurso. Concomitantemente à revisão bibliográfica, realizaram-se trabalhos de observação e coleta de dados no campo delimitado previamente, mediante entrevistas informais e semiestruturadas e aplicação de questionário. This paper suggests that the focus on abortion legalization in the aftermath of the Zika outbreak is distracting for policy and lawmakers from what needs to be done to address the outbreak effectively. Meeting basic health needs, together with research and development conducive to a vaccine or treatment for the Zika virus should be priorities.

Human rights advocates often use inflated and thus underspecified terminologies when addressing the content of their claims. One example of such loose terminology is the term ‘well-being’, as currently employed in connection with a definition for the right to health. What I call the ‘well-being conception of health’ conflates the distinct ideas of basic and non-basic health needs, as well as those of individual autonomy and freedom. I call this the conflation problem. This paper argues for the need of an (...) understanding of the right to health, nuanced enough to capture not only these distinct ideas, but also their moral relevance for the common good. (shrink)

This article challenges the orthodox view of international law, according to which states have no legal duty to cooperate. It argues for this legal duty in the context of COVID-19, based on the ethical principles of solidarity, stewardship, and subsidiarity. More specifically, the article argues that states have a legal duty to cooperate during a pandemic (as solidarity requires); and while this duty entails an extraterritorial responsibility to care for and assist other nations (as stewardship requires), the legal duty to (...) cooperate still allows states to attend first to the basic needs of those under their own jurisdiction—namely, fellow nationals and residents (as subsidiarity requires). The article provides a definition and philosophical justifications for this legal duty that are lacking in the literature by examining its application to a current COVID-19 controversy: namely, states’ responsibility to assist other countries in greater need by, inter alia, exporting at a discount or donating scarce COVID-19 treatments (including vaccines). In providing a principled tripartite account of pandemic governance, this conceptual and normative article offers a new lens for debating the potential international treaty for pandemic prevention, preparedness, and response that has now been drafted and is under negotiation at the World Health Assembly, by responding to the recent backlash against multilateralism by substantiating global co-responsibilities in times of pandemics and beyond. Ethical concerns about therapeutic misconception have been raised since the early 1980s. This concept was originally described as research participants' assumptions that decisions relating to research interventions are made on the basis of their individual therapeutic needs. The term has since been used to refer to a range of ‘misunderstandings’ that research participants may have. In this paper, we describe a new concept—therapeutic appropriation. Therapeutic appropriation occurs when patients, or clinicians, actively reframe research participation as an opportunity to enhance patients' (...) clinical care, while simultaneously acknowledging the generalised research aims. To illustrate the concept of therapeutic appropriation, we draw on data from an interview study which we conducted to investigate the experiences of patients and general practitioners involved in clinical trials in primary care. We argue that therapeutic appropriation has two key elements: comprehension that the research project is not necessarily aiming to benefit participants and the deliberate use of incidental features of the research for personal therapeutic benefit of various kinds. We conclude that therapeutic appropriation is a useful concept that refines understanding of potential ethical problems in clinical research, and points to strategies to address them. (shrink)

Neste artigo, buscaremos refletir sobre como Hannah Arendt concebe um certo tipo de educação ao mesmo tempo _conservadora_ e _revolucionária_. Este será, assim como a indicação de que pensar sobre a questão educacional das crianças e jovens diz respeito a uma crise mais geral na modernidade, um ponto de tensionamento rumo à hipótese segundo a qual é possível refletir sobre como inserir os imigrantes, refugiados ou apátridas em um local ao qual se dirigiram e que lhes é estranho. Para tanto, (...) o fio condutor desta argumentação será o conceito de natalidade, pois consideramos ser a partir dele que Arendt evoca a radicalidade da qual todos os seres humanos são portadores, isto é, a potencialidade de começar algo novo. Assim, articulam-se os tensionamentos entre conservar um mundo que é precedente aos que lhe são recém-chegados, tanto as crianças como os migrantes, ao mesmo tempo em que estes adicionam algo de si mesmo neste mundo para os que ainda estão por vir. The inversion principle for logical rules expresses a relationship between introduction and elimination rules for logical constants. Hallnäs & Schroeder-Heister proposed the principle of definitional reflection, which embodies basic ideas of inversion in the more general context of clausal definitions. For the context of admissibility statements, this has been further elaborated by Schroeder-Heister . Using the framework of definitional reflection and its admissibility interpretation, we show that, in the sequent calculus of minimal propositional logic, the left introduction rules are admissible (...) when the right introduction rules are taken as the definitions of the logical constants and vice versa. This generalizes the well-known relationship between introduction and elimination rules in natural deduction to the framework of the sequent calculus. (shrink)

A partir do século XVIII, a imposição do controle das principais instituições políticas e sociais à população passa a ocorrer precipuamente por meio de estratégias urbanísticas. A arquitetura revela o objetivo de disciplinamento dos corpos de modo a prepará-los para a inserção na incipiente sociedade capitalista, seja na forma das escolas, fábricas ou prisões. Objetivamos num primeiro momento refletir, por meio da trajetória histórica e arquitetônica da Biblioteca Pública Municipal de Marília, se a biblioteca antiga tem preponderância de uma instituição (...) disciplinar; para, em um segundo momento, apresentar a arquitetura no novo prédio, verificando se o novo modelo de biblioteca pode evidenciar a transição do modelo disciplinar ao de controle. Metodologicamente, trata-se de uma pesquisa de natureza qualitativa, documental e bibliográfica, na qual utilizamos o método Análise de Conteúdo da Bardin para analisarmos categorias de entrevista. Para tanto, nos valemos um pouco do pensamento de Foucault e Deleuze acerca do tema, bem como o histórico, arquitetura e um pouco da organização das coleções da biblioteca em questão, nos espaços e tempos diferentes. Concluímos que a nova biblioteca não é melhor do que a anterior. Ela apenas se adequa melhor aos ditames dos novos tempos, com novas perspectivas sociais e tecnológicas. A antiga biblioteca teve uma função muito importante na história da cidade e dos seus usuários. Somente não estava mais apropriada ao século XXI, necessitando de novo aspecto e sentido. (shrink)

Un requisito para demostrar la vigencia de un programa de posgrado es la evaluación de su pertinencia social. El presente trabajo tiene como objetivo describir los resultados de la evaluación de la pertinencia social del programa de maestría Humanidades Médicas. Se muestran sus características esenciales derivadas de los procesos realizados en el Centro para el Desarrollo de las Ciencias Sociales y Humanísticas en Salud; se define la pertinencia social y sus indicadores como conceptos esenciales para la evaluación de los procesos (...) del posgrado; por último, se presenta la metodología y su aplicación en el proceso de evaluación. Se realizó triangulación metodológica de fuentes de datos provenientes de encuestas y entrevistas a profesores, maestrantes de la edición actual y de egresados; además, datos de los informes de autoevaluación y de la comisión técnica en el proceso de evaluación externa para la acreditación acaecida en marzo de 2016. A requisite for demonstrating the validity of a postgraduate program is the assessment of its social relevance. This work aims to describe evaluative results related to the social relevance of the Masters of Science in Medical Humanities degree. The evaluation process was carried out in the Health Humanities and Social Sciences Development Centre of Camaguey. Social relevance and related indicators were defined and considered for this specific master's degree level evaluation. The methodology and its application in the evaluation process are presented. Data triangulation between surveys collected and interviews granted from faculty, current students of the Medical Humanities program, and graduates of the department was utilized. Additionally, data from self-evaluation reports and from the external evaluation technical commission for accreditation in March 2016 were considered in the data triangulation. (shrink)

La gestión del conocimiento es un proceso relacionado con la producción, transmisión y utilización del conocimiento y su pertinencia para el desempeño organizacional; en la actualidad han aparecido diversidad de modelos que prescriben su configuración. El presente artículo describe el modelo que fundamenta teórica y metodológicamente la aplicación de la gestión del conocimiento en el Centro de Desarrollo de las Ciencias Sociales y Humanísticas en Salud. Esta entidad dedicada a la producción y transmisión del conocimiento científico en estas áreas de (...) conocimiento, no contaba con un modelo que permitiera estructurar el funcionamiento del proceso de su construcción y difusión en su interior y hacia el contexto. El modelo propuesto atiende la especificidad de los procesos de la entidad, y guía teórica y metodológicamente los flujos de información y conocimientos, las redes de actores presentes y los procesos de gestión de conocimiento que se integran en la dinámica de la organización. Knowledge management is a process related to the production, transmission and use of knowledge and its relevance to the organizational performance; nowadays there are several models that prescribe its configuration. This article describes a model that theoretically and methodologically bases the implementation of knowledge management on the Centre for the development of social and humanistic sciences in Health. This entity devoted to the production and transmission of scientific knowledge in these areas of knowledge, did not have a model that allow to structure the operation of its construction and diffusion process from inside and towards the context. The proposed model deals with specificities of the entity´ s processes, and theoretically and methodologically leads flows of information and knowledge, networks of actors and knowledge management processes that are integrated into the dynamics of the organization. Alguns autores de Filosofia do Direito, em especial Michel Villey, tentaram apresentar o que pensavam ser a teoria aristotélica da justiça, fundamentando a partir dela suas próprias teorias. Para Villey, em específico, "o direito" seria a correta tradução do grego τὸ δίκαιον. Defender com base em Aristóteles uma concepção de justo que recuse elementos subjetivos de uma teoria da ação é um erro. E esse erro parece estar em ignorar uma redefinição de τὸ δίκαιον feita por Aristóteles no Capítulo 9 (...) do Livro V da Ética Nicomaqueia. Ali, Aristóteles acrescenta às condições objetivas do justo e do injusto (EN V,1-7) algumas condições subjetivas referentes àquele que sofre a ação. Somente após entendermos essas condições seremos capazes de entender corretamente a teoria aristotélica da justiça. Como Villey e outros autores as ignoram, eles erram ao interpretar Aristóteles e utilizá-lo para fundamentar suas próprias ideias. (shrink)
